Dallas CFO named Dallas Business Journal 2017 Emerging Leader

The City of Dallas Chief Financial Officer, Elizabeth Reich, was awarded CFO of the Year in the ‘Emerging Leader’ category by the Dallas Business Journal. Reich was honored in a ceremony at the Reunion Hyatt Regency.

“I am proud to lead a dedicated finance team in managing taxpayer dollars wisely, and providing the service the public expects and deserves.” said Reich, “I appreciate working with the Mayor, City Council, and City Manager to tell the story of our strong Dallas economy and all that we are doing to improve the community.”
During the ceremony, Reich was commended for her work on the Dallas Police and Fire Pension, construction of the Dallas 365 Plan, and implementation of the first balanced biennial budget proposal for the City of Dallas.

Dallas City Councilman Adam McGough originally nominated Reich for the honor. Of Reich, he said, “Elizabeth is a hard worker, a dedicated public servant, and a person of strong character.” He continued, “We do not recognize our public servants enough, and I was proud to nominate Reich for this well-deserved honor, and I am thankful to the Dallas Business Journal for their recognition.”

7 Halloween safety tips and treats from Dallas Police

Halloween is right around the corner! The Dallas Police Department wants to help your kids have a safe Halloween with a few safety tips:

  • Avoid trick-or-treating alone. Walk in groups or with a trusted adult.
  • Plan a trick-or-treating route in familiar neighborhoods with well-lit streets.
  • Only walk on sidewalks whenever possible, or on the far edge of the road facing traffic to stay safe.
  • Choose bright costumes, and have children carry flashlights or glow sticks so they are easily visible. (Hint – Try adding reflective tape to costumes and candy bags!)
  • Always walk younger children to the door to receive treats.
  • Eat only factory-wrapped treats. Avoid eating homemade treats made by strangers.
  • Teach children to say “NO!” in a loud voice if someone tries to get them to go somewhere, accept anything other than a treat, or leave with them.

Dallas Police Officer recognized for saving infant’s life

At the State Fair of Texas on Sunday, October 08, Dallas Police Officer Ilse Casas, was flagged down by a patron regarding a medical emergency. Upon arrival, Officer Casas observed a frantic mother with an unresponsive infant in her arms. The officer took immediate action and instinctively grabbed the infant. While checking the infant’s vital signs, Officer Casas quickly recognized the infant was not breathing, pale, and unresponsive. She then placed the infant on the ground in a grassy area and immediately performed CPR until a medical unit could arrive.

An American Medical Response unit assessed the infant and determined the child was faintly breathing, and had regained a pulse. The infant was quickly transported to Children’s Hospital and was released shortly thereafter in good condition.

The paramedics stated that had it not been for the quick thinking and heroic actions taken by Officer Casas, the outcome could have been significantly more tragic. Officer Casas’ actions are an example of how Dallas Police officers go above and beyond to serve the citizens of Dallas.  Officer Casas was recognized and presented with a Life Saving Award in a ceremony at Fair Park.

Skyline High School students work together to beautify the city

Three Skyline High School students are promoting community pride by sponsoring a team for the City of Dallas Operation: Beautification program on Saturday, October 28.

Anayeli Espinosa, Lizbeth Espiricueta, and Michelle Echevarria are leading a group for the biannual citywide cleanup event.

These young adult leaders are heavily involved in giving back to their community. They are members of the City of Dallas Neighborhood Plus Target Area Advisory Committee, Skyline Student Senate and are active participants in the Advisory Committee supporting door to door canvasing and crime watch event planning.

“We want to be leaders of action and show our classmates they can make a difference in the places that we live and work”, says Anayleli Espinosa.

The sophomores and junior are looking for volunteers to join their team and help pick up litter in the Chariot and Rothington multi-family community. High school students can receive community service hours for volunteering the day of the event by emailing mandywatkins.vista@gmail.com.

Operation: Beautification is open to anyone wanting to participate in the city of Dallas. Volunteers interested in participating can register by calling 311 or emailing Dallas311@dallascityhall.com.

Dallas Love Field celebrates 100 years of service

On October 19, 2017 Dallas Love Field will celebrate 100 years of love.

Named after Lt. Moss Love, Dallas Love Field was established on October 19, 1917 as an Army flight-training base. Airmail service in the state of Texas began at Love Field in 1926, followed by scheduled passenger service in 1927.

Throughout its one hundred years, Love Field has recorded one of the richest histories of any airport on the globe. Love Field has commemorated 100 years of service with a yearlong celebration filled with activities, exhibits and events starting in 2016.

Dallas Public Library wins Innovations Award

The Dallas Public Library’s GED Testing and Workforce Development Project has been recognized for its innovation as a tool for Dallas adults to earn their GED by the Urban Libraries Council. Having a GED allows Dallas residents to hold better jobs and earn high wages. In some parts of Dallas, nearly 50 percent of adults over the age of 25 have less than a high school education.

Dallas Public Library’s GED Testing and Workforce Development Project was created to address the needs of the nearly 28 percent of Dallas County adults with less than a high-school education. Dallas Public Library opened the first GED testing center in a public library in Texas and has since become the leader among Dallas area certified testing centers. In 2016, the library administered the most exams (870) with the most graduates (131) and highest pass rate (79 percent). The Library also offers scholarships for qualifying learners.

“By offering GED testing in our Central Library and full scholarships in partnership with Atmos Energy, we have lowered barriers for adults seeking to change their lives. The testing center allows the library to walk with adults through their GED journey and beyond to pursuing better jobs or higher education,” said Jo Giudice, Director of Libraries.

Dallas County Health and Human Services (DCHHS) is reporting the 26th human case of West Nile Virus infection in Dallas County for the year 2017. The case is a resident of the 75248 zip code of Dallas. The patient was diagnosed with West Nile neuroinvasive disease. For medical confidentiality and personal privacy reasons, DCHHS does not provide additional identifying information.
“Our mosquito surveillance program and the county and municipal abatement teams are taking appropriate actions to ensure the safety of our residents. However, it is important for residents to take the necessary precautions,” said Zachary Thompson, DCHHS director.

The best way to avoid exposure to West Nile Virus is to avoid mosquito bites. Residents should use the 4Ds to reduce their risk:
• DEET All Day, Every Day: Whenever you’re outside, use insect repellents that contain DEET or other EPA approved repellents and follow instructions.
• Dress: Wear long, loose, and light-colored clothing outside.
• Drain: Drain or treat all standing water in and around your home or workplace.
Dusk & Dawn: Limit outdoor activities during dusk and dawn when mosquitoes are most active.

“Since there is no vaccine or specific antiviral treatments for WNV infection, residents should adhere to preventive measures to protect themselves and their loved ones,” said Dr. Christopher Perkins, DCHHS medical director/health authority.

Dallas Mavs help City employees with Hurricane Maria relief efforts

On September 20, 2017, Hurricane Maria passed through the Caribbean as a category 5, just two weeks after Hurricane Irma, also a category 5 storm. These storms ravaged the Commonwealth of Puerto Rico, as well as the U.S. Virgin Islands. The hurricanes left many people homeless, without power or drinking water. Dallas Mavericks owner Mark Cuban quickly jumped into action, lending his plane to Maverick player and Puerto Rico native J.J. Barea and crew to fly in necessary supplies during the crisis.

The Mavericks’ plane has since made multiple humanitarian trips to Puerto Rico. That outreach helped ease the minds of City employees, including Dallas police officers who are from Puerto Rico. They traveled to the island and helped unload the much-needed food, water, and medicine.  Some of the employees were able to bring family members back to the U.S. while the island rebuilds.

“I’m extremely grateful to them for letting me help my island and letting me bring my daughter home” said Sr. Corporal Carlos Alicea, whose daughter attends school in Puerto Rico. Communication lines are still out over most of the island, which has made it very difficult for him and others to find out if their loved ones were okay.

Sr. Corporal Ivan Saldaña was eager to help back home.

“It’s hard as a first responder to not be able to help your own family,” said Saldaña who was met by his brother, a Puerto Rican state trooper, at the airport.  City of Dallas Public Information Officer Monica Cordova was on the second flight to Puerto Rico. “It was an honor to be able to help in any way,” she said. “We are all very grateful to Mark Cuban and his great staff.”

Dallas Public Library kicks off third annual Backpack Challenge

The Dallas Public Library is asking residents of the metro Dallas area to collect supplies and backpacks for the third annual Backpack Challenge and Giveaway. Backpacks and supplies can be dropped off at any Dallas Public Library location by Wednesday, November 15. The winter supply and backpack collection raises awareness of the issues facing those experiencing homelessness in Dallas for National Hunger and Homelessness Awareness Week, November 11-19. Backpacks will be distributed to library visitors experiencing homelessness starting at 10 am on Wednesday, November 22 at the J. Erik Jonsson Central Library, 1515 Young St., 75201.

In 2016, the Dallas Public Library collected and distributed over 250 backpacks to library visitors experiencing homelessness. This year, the library hopes to increase its impact with a goal to collect and distribute 500 backpacks. Metro Dallas residents are asked to work with their families, coworkers and friends to fill gender neutral backpacks with the following materials:

  • Gloves
  • Winter hat
  • Rain poncho
  • Warm socks
  • Scarf
  • Wool or fleece blanket
  • Travel-sized toiletries: soap, shampoo, conditioner, lotion, mouthwash, toothpaste, deodorant, feminine hygiene products
  • Deck of cards
  • Plastic water bottle
  • Personal note of encouragement

“Winter is a difficult and even dangerous time for our neighbors experiencing homelessness,” said Dallas Public Library Adult Services Administrator Heather Lowe. “The Backpack Challenge and Giveaway is an opportunity for the library and metro Dallas residents to help keep their homeless neighbors warm this winter. It also allows the library a chance to celebrate the Thanksgiving holiday with our neighbors and remind them we care.”

For those looking to volunteer with the event, there will be opportunities to help library staff sort and pack materials as well as write notes of encouragement. For those wishing to donate monetarily, donations can be made to the Friends of the Dallas Public Library using the phrase “Backpack Challenge.”

Annual Tri-City Cleanup to be held on October 14

The Cities of Dallas, Rowlett and Garland will come together at Lake Ray Hubbard on Saturday, October 14 for the annual Tri-City Cleanup event.

Volunteers from across the Dallas-Fort Worth area will work to clean up litter along the lake shoreline and down Rowlett Creek. Lake Ray Hubbard borders Garland and Rowlett, and is an important water supply for the City of Dallas.

To pre-register to volunteer, visit their website. Volunteer check-in begins at 8 a.m. at the Hella Shrine Outdoor Pavilion, 2121 Rowlett Rd., Garland TX 75043. The first 1,500 volunteers will receive a free event t-shirt. Kick-off and a flag raising ceremony will take place at 9 a.m., with deployment to work locations immediately after.

The morning will conclude with a Volunteer Appreciation Picnic at 11:30 a.m., with food, music and prizes.

City employee rescues kitten from City Hall garage

Sir Tobias Mewer, Toby for short, was found by City Hall employee Janet Gifford in the employee parking garage. Gifford is a life-long animal advocate, who has several other rescued animals, and Toby fit right in.

First seen in the L2 parking garage at City Hall, Toby quickly learned how to survive. He lived among City vehicles that aren’t frequently used, coming out in the evenings to hunt for food. Gifford heard about this, and started looking for him by checking cars for tiny paw prints. She left out small dishes of cat food, looking for where he tended to hide out.

Gifford narrowed down the area that Toby frequented and set out a trap to safely catch and transport him to Dallas Animal Services. Working with DAS staff and volunteers, she got Toby fast-tracked through the DAS system, where he was checked by a veterinarian, neutered and given his shots. A day later, she took him home to begin the slow process of socializing him with her other animals.

Currently, Toby lives in Gifford’s closet – a small space where he can feel safe, but is slowly becoming more confident with each day.

Dallas recycling facility named Best in North America

The City of Dallas’ material recovery facility (MRF) has been named the Best Recycling Facility in North America by the National Waste and Recycling Association. The MRF is operated by FCC Environmental Services, and opened at the beginning of 2017.

The MRF met several important measures to win this award. Key points included innovation, types of material recovered and the quality processed, and sustainability measures put in place. The 15,000-square foot facility can process 140,000 tons of recyclables a year, and can handle over 40 tons per hour.

The MRF is an important part of Dallas’ Zero Waste Plan, which aims to have 40 percent recyclable waste by 2020, 60 percent by 2030, and Zero Waste by 2040. The facility also has exclusive rights to all recycling containers in the City for the next 15 years.

Dallas Police Department now offering online alarm permit registration

The City of Dallas Police Department Alarm Permit Compliance Unit’s false alarm program is now offering online registration for the convenience of the public beginning October 9, 2017. The online registration service is part of an agreement between the Dallas Police Department and Public Safety Corporation to handle most administrative functions of the false alarm reduction effort.

All City of Dallas alarm users are required to register under City Code 15(c). This includes all residential and commercial locations within the City of Dallas. Residential and commercial users can register online.

Any business that provides alarm monitoring, servicing or installation is also required to be registered as an alarm provider. Registration for alarm companies or registration for those without computer access can be done through Public Safety Corporation at its customer service phone number: (855) 809-2058.

City partners with Kiest Cliff volunteers to keep neighborhood safe

On September 23, several City of Dallas departments teamed up to educate one of Dallas’ communities, Kiest Cliff, to show how they can keep their neighborhood safe, attractive and clean.

Employees from Code Compliance, Dallas Police Department, Community Prosecution and several other City departments provided educational packets on frequent code violations, and information on City services. This was the first phase of the Kiest Cliff neighborhood partnership that encompassed the boundaries of Kiest to Blue Ridge and Westmoreland to Cockrell Hill. The second phase will be Saturday October 14, and will cover the boundaries of Blue Ridge to Ledbetter and Westmoreland to Cockrell Hill.

The main purpose of this initiative is to help residents understand common code violations that may occur on their property so that corrections can be made to prevent receiving any violation notices.

Common violations include:

  • Grass and weeds taller than 12 inches
  • Overgrown vegetation obstructing the right of way (street, alley and sideway)
  • Tree limbs hanging lower than 15 ft. over the street or alley and 8 ft. over the sidewalk
  • Substandard structures (including fences) having peeling paint, rotted wood, holes or missing slats
  • Improperly placed bulky trash, litter, or outside storage
  • Junk motor vehicles that are inoperative and/or partially dismantled and have expired license tags or safety stickers
  • Roll carts not stored on the side or rear of the structure

Programs such as the Community Hand Tool Program are available to provide groups like neighborhood associations with equipment at no cost to mow grass, cut vegetation and clean up litter in their neighborhood. The City’s Office of Cultural Affairs announced the start of the 2018 Dallas Cultural Plan – the first since 2002.

This plan will analyze the cultural priorities of the City, discover how residents experience culture in their daily lives, and plan how Dallas can stay arts-friendly for the future.

Over the next year, Dallas residents will have the opportunity to give their input in the plan. In-person and virtual community conversations will be held throughout Dallas, and as the plan is crafted, it will be accessible online. The plan will include economic sustainability to ensure future support for the arts in Dallas.

Dallas residents Paint the Town Purple

Dallas residents Paint the Town Purple

October is Domestic Violence Awareness Month. This year, Councilmember Jennifer S. Gates, chair of the City of Dallas’ Domestic Violence Task Force, is raising awareness through the Paint the Town Purple campaign.

Paint the Town Purple encourages participants to support ending domestic violence by donating to domestic violence shelters and agencies to support victims, attending domestic violence awareness events in October or tying a purple ribbon around a tree or front door to show support for holding offenders accountable. The campaign also includes wearing purple on Wednesday, October 18 to be a visible sign of awareness.
