Overall, the current economic environment is about “as good as it gets,” according to Jan Hatzius, Goldman Sachs’ chief economist.

Dallas Police Officer protects driver from dangerous crash

Dallas Police Sergeant Shannon Smith, on routine patrol Saturday, January 27, was flagged down by a passing driver, alerting him that there was a disabled vehicle nearby. As Sgt. Smith drove down Skillman to assist the stranded driver, he approached the Lovers Lane intersection. Dallas resident Nate Brinkley was driving with his 14-month-old daughter in the same direction.

As the two cars crossed the intersection, Sgt. Smith saw a car, driving quickly, westbound on Lovers. Sgt. Smith attempted to get his squad car out of the lane, but was struck by the westbound car. As the squad car was hit, it spun in the intersection, hitting the front of Brinkley’s SUV, before coming to a stop on the sidewalk.

Brinkley believes that if Sgt. Smith hadn’t been there, he and his daughter may have been badly hurt.

“I’m just very grateful to him,” Brinkley said. “Thanks to him, my daughter is perfect.” He also said he hopes to meet with Sgt. Smith and thank him in person.

As a supervisor, Sgt. Smith could have directed one of his officers to assist the stranded motorist, but chose to respond himself. Because of that, he protected Brinkley and his daughter.

“I love what I do,” said Sgt. Smith. “I’m glad I could help.”

New signs at Love Field ease pick ups

New signs at Love Field ease pick ups

Dallas Love Field Airport has expanded the Transportation Network Companies (TNC) curb space, giving vehicles additional space of 120 feet.

Now, signs are marked with numbers 1 through 5 to help customers and drivers arrange where their ride can meet them for pick up.

Limos and shared ride shuttles (Super, Go and City) will now pick up in Garage A, Level 1, Row E. These spaces are intended for drivers who have a pick up in progress to park and meet their customers on the curb or in the terminal.

Mayor Mike Rawlings receives National Award for Local Arts Leadership

During his trip to the Conference of Mayors, Dallas Mayor Michael S. Rawlings received the 2018 National Award for Local Arts from the United States Conference of Mayors and Americans for the Arts in Washington, DC.

During his tenure as Mayor, Rawlings has focused on the impact and importance of the arts, which boost both the economy and quality of life for Dallas residents. In his first term, he started Dallas Arts Week to highlight on Dallas’ arts organizations and work. In 2017, it was expanded to the entire month of April.

Mayor Rawlings also backed creating cultural policy for Dallas, supporting the creation of the Office of Cultural Affairs, and using the City’s hotel occupancy tax to fund the arts. The Mayor also supported creating a marketing fund from the Tourism Public Improvement District, which provides over $1 million to arts and cultural programs that bring tourists to Dallas.

“I am deeply honored to join the distinguished list of leaders who have received this award from Americans for the Arts,” said Rawlings. “The arts lift us up and make life worth living. This really isn’t about me. It is truly a team effort, and Dallas would not be the burgeoning international arts destination that it has become in recent years without our residents, artists, arts organizations, businesses and our philanthropic community coming together to elevate the creative industry and our city’s cultural vibrancy. I am proud to serve as their mayor, and I dedicate this award to them.”

Growth continues in Pleasant Grove with Workforce Solutions Center

Dallas’ Pleasant Grove neighborhood is home to a brand-new Workforce Solutions center. Designed to deliver a system of services that complement economic development, the center is in the heart of Pleasant Grove at newly rebuilt Pleasant Grove Library on South Buckner Boulevard. Workforce Solutions Greater Dallas has a long-term lease for the facility, the eighth of its kind in Dallas County, and will operate daily on a Monday through Friday schedule from 8 a.m. to 5 p.m. The center will have over 25 full time staffers on hand to assist employers and job seekers.

Resources at the center will include a resource room for free computer access, seminars on resume preparation, interviewing skills, scholarships for training as well as childcare information and resources and educational programs to achieve English skills.

Mayor Mike Rawlings and Dallas District 5 Councilmember Rickey Callahan were on hand for the official ribbon-cutting of the center, an outgrowth of the Mayor’s GrowSouth campaign called Pleasant Grove Now.

2018 DRC Annual Meeting Buoyed by Amazon Top 20 HQ2 News

A record crowd attended the Dallas Regional Chamber Annual Meeting on Thursday, Jan. 18 – the same day Amazon announced the Dallas Region is among 20 finalists for Amazon’s estimated $5 billion HQ2 project.

Aside from drawing more than 1,500 members, the event attracted many of the region’s major news outlets, which sought further insight into Amazon’s inclusion of the Dallas Region in the second round of the HQ2 site selection process. Given the media turnout, the DRC held an impromptu press conference on the topic following Annual Meeting, featuring DRC President and CEO Dale Petroskey and Mike Rosa, DRC Senior Vice President of Economic Development.

“We submitted a proposal that would make the DFW Region proud, as it showcased all of our competitive advantages,” 2017 DRC Chair Hilda Galvan told the crowd at the Hilton Anatole. “Now, the next round of hard work begins, and having watched the DRC up close, I know that this organization is up to the task.”

Galvan said North Texas economic trends since 2010 – population growth of roughly 1 million, the addition of nearly 700,000 jobs, and the relocations of 75 corporate headquarters – indicate that workers and businesses will continue to thrive in the Dallas Region, with our without an HQ2.

The event’s keynote panel – Dallas Cowboys Hall-of-Famers Roger Staubach and Emmitt Smith, and Dallas Cowboys Executive Vice President and Chief Brand Officer Charlotte Jones Anderson – discussed the lessons sports has taught them in their professional lives.

“You can’t become a sore loser,” said Staubach, who led the Cowboys to five Super Bowls, winning two of them. “I hated to lose, but I was never a sore loser. It took me a few hours to get over (losing), but by Monday, I couldn’t wait until the next week.”

Both Staubach and Smith realized successful careers in real estate and other business ventures after hanging up their cleats.

Jones Anderson said when hiring, the Cowboys organization often considers job candidates’ experience in team sports as an important attribute.

“We look at our whole sales staff, and there’s 10 women and 10 and men, and every single one of them played sports,” she said. “Every day you make a cold call, you’re going to get hung up on. It’s that ‘get knocked down, get back up’ resilience. You do learn more in defeat than you do in victory.”

Jones Anderson said when the Cowboys and their partners set about building AT&T Stadium, it was much more than just building a facility for NFL football games.

“It was much bigger than that – we wanted it to be an economic engine, to bring events to this region and to this city, so people would come and fill the hotels and eat at the restaurants, and have concerts and have Wrestlemanias,” she said. “But it was the game of football that served as the impetus for building the stadium.”

During her on-stage chat with Dallas Business Journal Publisher Traci Merzi, Jones Anderson said she became involved with the Cowboys when her father, Jerry Jones, asked her to weigh in on a potential change to the Dallas Cowboys Cheerleaders’ uniform. Because Jones Anderson had a background in dance, she was able to address that question.

“At that time, everything was basically on fire,” she said. “There was a crisis around every corner. So, he asked me to come down for the weekend and settle the crisis, which we did. While I was here, he asked me to stay and I told him, ‘I don’t know anything about running a professional football organization,’ and he said, ‘That’s okay, neither do I. I just need someone I trust, someone that will be on my team, that will lay awake at night trying to figure out how to stop the bleeding.’ Because as many of you may remember, the Cowboys were losing $75,000 a day.”

Now, valued at $4.2 billion according to Sports Illustrated, the Dallas Cowboys is the world’s most-valuable sports franchise.

Smith said he learned of the value teamwork and merit-based rewards while he played football.

“What I’ve learned over the years is football is one of those sports where you break down all kinds of barriers, color, religion and so forth, because at the end of the day, you are entrusting yourself with your teammates and they’re doing the same thing for you. So you’re forced to come together as a team, to buy into a system that directs you… to victory”

Employers from across the city will participate in the Dallas West Branch Library free Career Fair from 1 to 4 p.m. Saturday Jan. 27 at 2332 Singleton Blvd.. The event is free for job seekers age 18 and over; no registration required. Attendees are encouraged to “dress for success” and bring plenty of resumes.

Dallas public safety agencies launch innovative mental health program

The Dallas Police and Fire-Rescue Departments are partnering with the Meadows Mental Health Policy Institute and Parkland Health & Hospital System to launch a new response program for behavioral health-related 911 calls. The Rapid Integrated Group Healthcare Team, RIGHT Care, will provide the citizens of Dallas with a comprehensive approach to emergency mental health response.

Partnering specially trained paramedics, police officers and Parkland mental health professionals, RIGHT Care is the first program of its kind in Texas. These teams will be dispatched to behavioral health calls in South Central Dallas, operating 16 hours a day, every day of the week. The effects of this team will be seen across Dallas, as it frees up other police and fire personnel to respond to more calls.

“We believe this program will enhance EMS service delivery overall as ambulance units will be more available to respond to other high priority EMS calls in a timely fashion,” said Marshal Isaacs, MD, Medical Director, BioTel/EMS System, Dallas Fire-Rescue, attending emergency physician at Parkland and Professor of Emergency Medicine at UT Southwestern Medical Center.

In addition, a Parkland mental health clinician will be in the 911 call center to serve as a liaison to police officers across the City. Dallas is the first city in the country to house a mental health clinician in the 911 call center.

“This partnership exemplifies the service first mission of the Dallas Police Department and the City of Dallas. With police, fire, and hospital personnel working together on the RIGHT Care program, we can provide the best service to our community,” said U. Renee Hall, Chief, Dallas Police Department.

Dallas Public Library helps adults earn high school diploma

The Dallas Public Library, in partnership with Gale/Cengage, offers adults the opportunity to earn an accredited high school diploma and career certificate online through Career Online High School (COHS).

DPL’s program provides a limited number of scholarships to qualified adult learners who are looking to expand their career opportunities, prepare for workforce entry or continue their education.

Applicants who successfully complete an online self-assessment and a two week prerequisite course, followed by an in-person interview, will be considered for a scholarship to attain their accredited high school diploma.

Once enrolled, COHS pairs each student with an academic coach, who provides the student with an individual career path, offers ongoing guidance, evaluates performance and connects the student with the resources needed to master the courses. Students will be given up to 18 months to complete the program.

To be considered for the program, applicants must:

  • Be City of Dallas residents (age 19 or over) or employees of the City of Dallas
  • Have a Dallas Public Library card
  • Have access to a computer and Internet either at home or at a library near you
  • Be able to dedicate at least 8 hours per week to course study

Downtown streets to be closed this Saturday

There are three scheduled activities on Saturday, January 20, 2018. Projected attendance varies for each event with the largest attendance expected to be 6,000.  Road closures related to these events will impact traffic in Downtown Dallas.

The following streets will be intermittently closed to traffic from 10 a.m. to noon, while the Dallas Women’s March participants pass through for First Amendment activity:

  • Routh Street – All northbound lanes closed from Wade Street to Maple-Routh Connection
  • Maple-Routh Connection – All north bound lanes closed from Routh Street to McKinney Avenue
  • Maple Avenue – All north bound lanes closed from McKinney Avenue to Randall Street
  • Randall Street – All south bound lanes closed from Maple Avenue to Harry Hines Boulevard
  • Harry Hines Boulevard – All south bound lanes closed from Randall Street to the Pike Park entrance

The following streets will be intermittently closed to traffic from 1 – 2 p.m., while the Impeach Trump Rally participants pass through for First Amendment activity:

  • Marilla Street – All west bound lanes closed from Akard Street to Young Street
  • Akard Street – All south bound lanes closed from Marilla Street to Canton Street
  • Canton Street – All south bound lanes closed from Akard Street to Lamar Street
  • Lamar Street – All north bound lanes closed from Canton Street to Commerce Street
  • Commerce Street – All east bound lanes closed from Lamar Street to South Griffin Street
  • South Griffin Street – All south bound lanes closed from Commerce Street to Young Street
  • Young Street – All east bound lanes closed from South Griffin Street to Marilla Street

The following streets will be intermittently closed to traffic from 1 – 3 p.m., while the March for Life participants pass through for the special event:

The following streets will be closed to traffic for event staging from 1-3 p.m.

  • Flora Street – All lanes closed from Crockett Street to Leonard Street

Parking Meters Restrictions:
Parking meters will be restricted from 10 a.m. to 3 p.m. on Wood Street from South Griffin Street to South Saint Paul Street.

Dallas Marshal’s Office to assist Dallas Animal Services in Warrant Round-up

Beginning Saturday, January 20, the Dallas Marshal’s Office is partnering with Dallas Animal Services to provide focused enforcement of outstanding animal related warrants. The offenses include “animal at large” and “failure to surrender for quarantine,” and represent public safety hazards to Dallas residents. Persons with outstanding animal related warrants are encouraged to come into voluntary compliance. Dallas Animal Services Officers will work with Deputy Marshals to address new and existing animal related issues and offenses. Deputy Marshals will conduct warrant arrests of offenders who do not satisfy their obligations with the municipal court.

Defendants with warrants are encouraged to come in and discuss their options on how to resolve their citation. There are several ways to proactively take care of fines and fees to avoid jail time:

Winter weather update – January 16, 2018

The City of Dallas activated its Ice Force One team last night at 8 p.m. Crews were out and surveying Dallas streets, and treated streets as needed. Most of the streets that needed treatment where located south of downtown Dallas.

The Dallas Police Department worked 33 accidents since 8 p.m. last night, when the cold weather came in. Please drive carefully, even if the roads look fine.

Dallas Love Field Airport is operating normally with minimal flight delays and cancellations. The runways, taxiways and public-access areas were all treated throughout the night. The majority of flights this morning departed on time. Please remember, some of Love Field’s destinations are experiencing weather-related issues, and customers are encouraged to confirm their flight status with their air carrier.

The temperatures are extremely low, and the City would like to remind people of the 43 recreation centers and 29 libraries are open during normal business hours for people to seek temporary relief from the cold.

Dallas Executive Airport is now home to the City of Dallas’ first Community Outreach Office.  It’s the first in a series of a district offices opening within the first few months of the year. These offices are part of a pilot program initiated by the City of Dallas to increase access to City services. They were selected based on service and code compliance requests, police target areas, limited mobility access and areas identified for economic revitalization.

Dallas City Councilmember Casey Thomas was joined by Mayor Pro Tem Dwaine Caraway and Councilmember Tennell Atkins at the official ribbon-cutting for the office, located in District 3.

Office hours for the District 3 Community Office are from 8 a.m. to 5 p.m. on Tuesdays and Thursdays. You can reach the District 3 Community Office by telephone at 214-671-1552.

Other community offices are expected to open in Districts 2, 4, 7, 8 and 10.

Dallas Public Library ready for book sale

Friends of the Dallas Public Library (FODPL) is organizing and hosting the winter edition of the twice-yearly sale on Saturday, January 27, and Sunday, January 28, at the J. Erik Jonsson Central Library in downtown Dallas.

Thousands of books, CDs, DVDs and vinyl albums will be sold at bargain prices. All proceeds benefit the 29-branch library system and its programs.

June Leftwich, a longtime library staff member and former FODPL president, is the honorary chair of the sale. She will be honored at a reception on Friday, January 26, when FODPL members get first access to the sale items.

“I think a book sale at the library just has a nice ring to it,” said Ms. Leftwich, who organized book sales many years ago in Dallas’ Historic West End and the Dallas Convention Center. “People come in, and they’re happy to find something they might not have expected.”

Ms. Leftwich also helped establish the Bookends store at the downtown library, where for many years items removed from the library collection were sold. Bookends closed in 2016, resulting in the big book sales twice each year.

The public sale will be from 10 a.m. to 4 p.m. on Saturday, and 1 p.m. to 4 p.m. on Sunday. But the treasure hunt starts early for FODPL members, who can scout out the bargains before anyone else on Friday night from 6:30 p.m. to 8 p.m.

“It’s a great perk for belonging to a great organization,” Wilonsky said. “And you can join that night at the door.”

The City of Dallas has selected Ericsson to install and host an advanced Central Traffic Management System. This solution will help make roads safer and ease traffic congestion.

The city’s vision for the traffic system is an intuitive and easy-to-use interface that automates and facilitates system monitoring, management, maintenance, and performance monitoring across departments, as well as between cities and counties.

The Connected Urban Transport solution will give the City of Dallas and adjacent cities the ability to aggregate and analyze diverse, real-time data from traffic sensors and cameras to dynamically control traffic lights, school flashers and message signs. The solution will allow the City of Dallas to expand its knowledge about traffic issues and assist with operational decision-making to improve traffic flow.

Implementation will begin before the end of 2017 and the system will be fully operational by 2020.

  • If you’re ill, stay home and rest for at least 24 hours after your fever breaks and is gone without fever reducers.
  • Wash your hands often with soap and warm water. Use alcohol-based sanitizer when water is unavailable.
  • Avoid touching your face and eyes to prevent the spread of germs.
  • Keep surfaces and objects clean and disinfected to keep from spreading contamination.

Southern Skates rolls into 2018

Southern Skates is a City-owned roller rink located in the southern region of Dallas, where it has served the Dallas community for over a decade. Hosting entertaining birthday parties and adult skate nights, Southern has become an iconic landmark for the city and is well-known throughout the metroplex.

In the summer of 2017, the rink closed for structural renovations and reopened in late fall. Renovations included a remodeled bathroom and a restructured foundation. As a gift to the community, all skaters and guests received free admission at the grand reopening.

Southern Skates plans to provide more memorable skate nights for Dallas in 2018.

The City of Dallas has implemented several initiatives to ensure the organization is providing exceptional service to the residents, businesses and communities of Dallas. In doing so, the City recognized the need for a way to consistently receive customer feedback. The City of Dallas is inviting residents to participate in community engagement events, providing them with an opportunity to inform City leaders on how they wish their tax dollars to be spent.

Staff from the Office of Budget, the Resiliency Office, Fair Housing and Community Development will offer several ways for citizens to voice their opinions. Fair Housing and Community Development will host community town halls to invite public comment January 4, 2018 through February 24, 2018.  Comments received from these groups will be used to inform budget recommendations for the FY 2018-19 Consolidated Plan Budget.

The City of Dallas Citizen Survey monitors residents’ perception of services received in a variety of areas. The survey, a collaborative effort between the City of Dallas and ETC Institute, is standardized to assure high quality survey methods and comparable results to other jurisdictions nationwide. A random sampling of households from each council district will be selected to participate in this scientifically-valid survey. The 2018 Community Survey will be distributed to households later this month.

Additionally, all residents of Dallas will have the opportunity to participate in the Fiscal Year 2018-19 Budget Survey later this year. The Budget Survey, available online, asks residents where money should be added or subtracted based on their preferences. Residents will identify the most important street and transportation and code-related issues which need the City’s attention during the budget development process.

Finally, town hall meetings will be held this spring to allow residents to express their needs and lobby for improvements before the City’s budget is developed. A schedule of upcoming town halls is posted here.

The City Council was briefed on January 3 on the status of Dallas County Schools’ (DCS) school crossing guard program. City staff will present a plan to Council to implement a school crossing guard program in the City of Dallas. Below is fact sheet that explains the current program of school crossing guards with DCS.

The City of Dallas, mandated by state law, is committed to providing school crossing guards for schools located in the City limits. In 2012, the City entered several contracts with Dallas County Schools (DCS), for DCS to provide the school crossing guards and operate the stop arm cameras, prior to the dissolution of DCS after the November 2017 election.

Students invited to apply for Spring photojournalism program

Aspiring high school journalists and photojournalists are invited to apply for the Spring session of the Dallas Public Library and The Dallas Morning News “Storytellers Without Borders” journalism program. New this year is a photojournalism section at the Morning News offices, with professional photojournalists teaching visual storytelling techniques. The Spring “Storytellers Without Borders” journalism program will be held at three Dallas Public Library locations. Students will learn writing, interviewing, and photography techniques, and have the opportunity to participate in a press conference with Mayor Mike Rawlings.
