The City of Dallas and the Deep Ellum Foundation have collaborated with rideshare companies Uber and Lyft to address concerns about public safety, traffic flow and quality of life in the Deep Ellum area. To reduce congestion in the core area of activity in Deep Ellum, designated zones will be marked for rideshare drivers to stage and wait for riders, as well as where to pick them up. New zone identification signs and wayfinding markers will be placed in the zones, and new lighting has been installed in select locations to support this pilot and related nighttime activity. After the April 18 launch, the zones will be in effect 24 hours a day, seven days a week.
This pilot will provide the first coordinated, neighborhood-wide designated rideshare drop off and pick up zones outside of Dallas/Fort Worth International Airport. These new zones will provide customers access within one to two blocks of the core activity in Deep Ellum, while improving congestion and emergency vehicle access in the area. Geo-fencing technology will show riders and drivers in the area where to meet. The pilot is subject to change, and the zones may shift as the program is continually assessed.

The first “History Harvest” will take place at the Dallas West Branch from 1 to 5 p.m. on Saturday, April 27. Dallas Public Library has partnered with the newly-organized Dallas Black Power Legacy Project to collect, preserve and display artifacts from the city’s black power and black consciousness movements in a new exhibit on display April 1 to June 1 in the Dallas History & Archives division of the J. Erik Jonsson Central Library.
The exhibit includes photos, documents and other original material from the Al & Lovie Lipscomb Collection, the Dallas Black Power Legacy Project Collection, and the Fahim Minkah Collection. Al Lipscomb was instrumental in changing how Dallas City Council members were elected, and Fahim Minkah cofounded the Dallas Black Panther Party in the late 1960s.
The exhibit will debut at a special event, The Dallas Black Power Experience, on April 6 at 3 p.m., featuring performances by Soul Rep Theatre Company and drummer Len Barnett with a panel discussion about the history of the local chapters of black power groups like the Black Panther Party, the Student Nonviolent Coordinating Committee and the Black Women’s United Front. The event is cosponsored by the Friends of the Dallas Public Library and Remembering Black Dallas, Inc.
“These movements were an important part of Dallas’ rich history. We hope that with increased public awareness, community involvement and philanthropic partnerships we can continue to collect and preserve the stories of diverse communities for future generations,” said Sultana Vest, the librarian overseeing the project for the library.
A digital timeline of black activism in Dallas in 1965-1975 will be featured in the Dallas History & Archives division’s Digital Image Gallery. Full cataloging and digitizing of the collection will take more than a year to complete.
The Dallas Black Power Legacy Project is a group of local people who were active in the black power movements of the past and want to see that history celebrated and preserved for the future. Depositing their collection at Dallas Public Library ensures that the history can be freely accessed by students and other local history scholars.
“But this is also a call to action, for forging understanding, for connecting the dots between the past and the present,” said Ernest McMillan, a member of the Dallas Black Power Legacy Project’s steering committee. “It’s a sacred remembrance of all those who came before us, who toiled and sacrificed to uplift our community.” McMillan was Chairman of Dallas’ Student Nonviolent Coordinating Committee from 1967-1969. He helped forge the partnership with Dallas Public Library after he spotted his mother, activist Eva McMillan, in a photo from the Marion Butts Collection, also housed in the Dallas History & Archives division.

April 1, 2019 marks 365 days from Census 2020 and the City of Dallas wants to ensure everyone is counted.
The federal government distributes over $675 billion per year based on census data. Texas receives over $43 billion per year, about $1,578 per Texan. Every person counted has direct impact on planning for schools, transportation, health programs and other community needs.
“Participating in the Census 2020 count is one of the most important opportunities for Dallas residents,” said Mayor Mike Rawlings. “Our schools depend on it, our roads and streets depend on it, and our communities depend on it. Over the next year, our Complete Count Committee will be embarking on a robust effort to raise awareness about the Census. There will be a heightened focus to ensure that children and those in our immigrant communities are counted. Help us by getting involved.”
2020 is the first time that you will be able to respond online or on the phone. You can also respond by paper. The questionnaire will also be offered in 12 languages, in addition to English.
The census is safe and easy to complete. Your answers are protected by Title 13, and cannot be shared with any outside agency or entity, including ICE, law enforcement, IRS, apartment managers, etc.

Dallas Arts Month kicked off on Wednesday with a rousing a ceremony featuring Anita N. Martinez Ballet Folklorico and Len Barnett & Percussion Things at City Hall. During his address, Mayor Mike Rawlings reflected on the growth of Dallas Arts Month from year to year.
“Since expanding Dallas Arts Week to Arts Month, we have been able to involve more artists, arts organizations and residents, and offer more events,” Mayor Rawlings said. “Last year, Arts Month saw a significant increase in both events and attendance – nearly 1,500 events with an attendance of over 358,000…I hope that art will not only be seen internationally as one of our hallmarks, but that art will be a stage where this city grows.”
Councilmember Sandy Greyson, chair of the Quality of Life, Arts and Culture Committee agreed. “Having a vibrant arts and culture scene is essential to enhancing the quality of life in our city,” Councilwoman Greyson said. “We also know that the arts are truly engines of the new economy. That is why the City Council adopted a new Cultural Plan last November to make sure that we as a City are making strategic investments to keep this arts engine firing.”
Dallas Arts Month offers opportunities for people to explore music, theatre, museums, and festivals during the month of April. Mayor Mike Rawlings first established it as Dallas Arts Week six years ago. Visit DallasArtsMonth.com to see a list of the activities taking place throughout the City.

In an emergency, calling 9-1-1 is the first step to contacting first responders. Now, Dallas residents can also send a text message to 9-1-1 – this service can be life-saving for those unable to speak to due to a physical impairment, or someone in a situation where talking could put them in danger.
Here are some simple do’s and don’t’s:
Texts sent to 9-1-1 may be slow or not possible based on provider coverage. Text-to-9-1-1 is not available in every city. Calling 9-1-1 is still the best and fastest way to receive emergency assistance. Texting or calling 9-1-1 with a prank or false report is a crime, and individuals who misuse the 9-1-1 service can be located.

As spring break commences next week for Dallas and Dallas-area schools, Dallas Love Field expects heavy travel over the coming weekend and throughout spring break.
Dallas Love Field offers the following tips when traversing the airport. At the airport, visit one of the four information booths – three in the non-secured portion of the terminal and one in the secured portion of the terminal – for additional assistance.
• Arrive at least 90 minutes to two hours prior to your flight to allow for parking, check-in and security screening. Peak hours – especially early morning – will lead to longer wait times.
• All three of DAL’s parking garages are first-come, first-served and are within walking distance to the terminal. Plenty of parking is available for those who wish to drive themselves to the airport.
• Parking Garages A&C are $15/day, Parking Garage B is $9/day. Discounted pricing is available in limited quantities on the roof level of Garages B&C.
• Dallas Love Field’s cell phone lot is located just to the north of the Herb Kelleher Way and Mockingbird Lane intersection and is accessible from Aubrey Avenue. Follow signage to access the lot.
• Drop-off and pick-up for passengers is on the upper level, marked Departures/Arrivals, on the upper roadway of Herb Kelleher Way. The ticketing hall, security checkpoint and baggage claim are on the upper level.
• Passengers using any form of ground transportation, including taxis, for-hire shuttles, transportation network companies and rental car shuttles should proceed to the lower level upon exiting either baggage claim or the terminal.
• Due to limited curb space, dropping off and waiting for arriving passengers on the upper roadway must be done in an efficient manner. Dallas Police will be on-site to control traffic and monitor curb operations.
• Abandoned vehicles or those parked in unauthorized areas will be towed.
• The Route 524 buses connect Love Field and DART’s Inwood/Love Field station. The free shuttle operates every day from approximately 5:30 a.m. to 1 a.m. For schedule and fare information, visit www.DART.org/LoveField.

Over 200 volunteers worked with City of Dallas staff to successfully distribute 2,604 trees at the inaugural Branch Out Dallas event on Saturday, March 9. Residents registered in advance to pick up a 5-gallon tree from one of six locations in the city. City staff and volunteers worked together to check-in residents and load trees. By the end of the event, less than 4% of the trees remained!
“It’s rewarding to provide a program like this that lets homeowners pick up an attractive tree for free,” said Terry Lowery, Director, Dallas Water Utilities, “the high rate of participation in this pilot program was phenomenal!”
The types of trees offered included: Shumard Oak, Chinquapin Oak, Cedar Elm, Lacebark Elm, and Redbud.
“The warm reception this program received shows Dallas residents understand the value of trees to the environment, ” said James McGuire, Director, Office of Environmental Quality & Sustainability, “the tree distribution process was organized and efficient, and I’d like to thank all of the volunteers and City departments who made it possible for residents to plant these trees.”
The City is currently evaluating the Branch Out Dallas pilot program to see if it is viable to be offered again to Dallas residents. For more information on City of Dallas services and programs, please visit www.dallascityhall.com or www.greendallas.net.

Prom season can be an expensive time for families, but the Dallas Public Library (DPL) is here to help alleviate some of that financial stress. DPL’s program, Fairy Tale Closet, helps cut the cost by offering free, new and gently-used formal wear to high school girls.
Women from throughout Dallas have raided their closets and donated hundreds of dresses to the library for the cause. Retail stores like Neiman Marcus, Bella Bridesmaids and Sam Moon have also donated.
“This is the sixth year that we’ve opened the Fairy Tale Closet, and it continues to grow every year with more donations and more girls looking for dresses,” said Melissa Dease, Communications & Youth Services Administrator.
Inclusion is important to DPL and they are now serving the LGBTQ+ community as well.
“This year we’ve added a few jackets and suits for those who eschew ball gowns and a second event for any LGBTQ+ teens who may not be comfortable with the initial giveaway,” said Dease. “The Fairy Tale Closet is a way for the library to engage with teenagers and build a relationship among high school students. This encourages teens to take advantage of the library’s resources and to see the library as a welcoming, safe space in their community.”
Girls should make a reservation to ensure a chance to enter the closet by calling 214-670-7943, emailing teens@dallaslibrary2.org or online at
The giveaway events are at Dallas Central Library:
March 9, 2019, 10:30 a.m. to 4:30 pm
March 10, 2019, 1:00 to 4:30 p.m. (LGBTQ+ inclusive event)

If you’re looking to help, donations of formal wear, including dresses and accessories, will be accepted at any Dallas Public Library location through March 1.

It’s official! Beckley-Saner Community Center is the Community Office for District 4. Community Offices were established by the City of Dallas to provide a convenient place for residents to contact their Council member and City Services without having to make the trek to Dallas City Hall.
Community offices are part of the “Service First” initiative City Manager T.C. Broadnax implemented in 2017.
He attended the opening, along with Chief of Staff Kim Tolbert, and Assistant City Manager Jon Fortune. During the ribbon-cutting ceremony, Mr. Broadnax remarked on how difficult it was for some residents to make the journey to City Hall and emphasized why it was important for community members to take advantage of the community office, their connection to City Hall.
“I’m glad we finally have the District Office open down here and I’m looking forward to … you using the office,” said Mr. Broadnax. “That’s going to be important – because there was a struggle, – a lot of discussion about the need for one.”
Councilmember Carolyn King Arnold invited local Homeowner’s Associations and Neighborhood Associations to attend the opening and reminded them to take advantage of the resource in their backyards.
Community office hours are 10 a.m.- 4 p.m. on Thursdays, and 2 p.m. – 4 p.m. on Fridays. The office telephone number is 214-243-1527 and contact email is District4@dallascityhall.com.

To better educate citizens about noise management at Dallas Love Field, the City of Dallas Department of Aviation has launched a comprehensive noise lab with various easy-to-use resources.
The website, which can be reached here, features real-time flight data showing all flights departing, arriving or passing over the airport and its surrounding area. It also tracks the number of arrivals and departures on each of Love Field’s runways and can run reports for user-selected time periods.
The noise lab explains the history of Love Field noise management, including its voluntary preferential nighttime runway program. Common FAQs and historical data are featured on the noise lab, as well as a link to log a noise complaint.
Federal law requires Love Field remain operational at all hours. The airport is prohibited from instituting noise curfews or dictating which runway is used if both runways are open. Runways are periodically closed for maintenance, normally during overnight and weekend hours.
Those interested in learning more about airport noise and other Love Field environmental efforts are invited to attend quarterly meetings of the Love Field Environmental Advisory Committee. For more information, contact the noise department at AVINoise@dallascityhall.com.

City of Dallas employees at Love Field Airport have teamed up to offer help during the government shutdown.
To assist the over 200 federal employees who are working without pay, City staff based at the airport raised about $500 to host a cookout. The donations from employees and airport concessionaires helped feed about 200 TSA, Air Traffic Control and Customs Border Patrol workers. Money collected was also used to purchase gas cards.
Local business have also assisted in lending a helping hand to federal employees who work at the City owned airport. Southwest Airlines has donated over 200 snacks and the North Texas Food Bank (NTFB) has parked their Mobile Pantry at the airport so employees can easily take advantage of their services.
NTFB and local restaurants are making plans to continue offering assistance during the shutdown.

For the second-straight year, a record crowd of more than 1,500 business leaders attended the Dallas Regional Chamber’s Annual Meeting: The Future of Mobility. This year, Jim Lentz, CEO of Toyota Motor North America provided keynote remarks and discussed the rationale behind Toyota’s move to Plano, the region’s hospitality, and the future of transportation.
The event was held Friday, Jan. 18, at the Hilton Anatole in Dallas.
Community Involvement
“Southern California has a big handicap, in terms of commute times,” Lentz said to The Dallas Morning News Publisher Grant Moise, who interviewed Lentz at the event. “One of the reasons that we knew we had to get out of California was just that. The balance between work and personal life was really difficult there. As a result of that, it was not uncommon for one of our team members to have to drive to 2.5 hours each way.
“You can imagine leaving at 5 o’clock in the morning, getting home at 8:30 at night. It made it really difficult to do things in your community because there is only so much time you spend with your family. And as a result of that, I think… It was more difficult to really have a robust community involvement.”
In turn, Lentz said, Toyota – which is known for its community outreach – now has representatives on 26 different boards today.
Welcoming Community
During the conversation, Moise asked Lentz of his impressions the Dallas Region.
“So my wife and I’ve been here four years,” Lentz said. “We were part of we call the pioneers. I can tell you two things really stand out. Number one is, it’s great to see four seasons: It’s hot. It’s hotter. It’s ‘God, it’s hot out here.’ And it’s Christmas,” he joked.
Kidding aside, Lentz said the people of the Dallas Region have been exceptionally welcoming to Toyota employees.
“I lived in a lot of parts of the country, and I think Dallas is this unique blend of the hospitality of the South, of that pioneer spirit of the West, and the values that I remember growing up as a child in the Midwest,” he said. “People (here) are very genuine. They’re very friendly. They’re very open, and I think, especially (considering) moving your 2,800 people – most of whom had never relocated their lives… Dallas has been so open to us. Such a warming environment, from kids in schools, and churches. It’s been a pleasure to move here. It’s been great.”
Lentz said his employees who have younger children tell him that they love the Dallas Region because they can ride their bikes in the neighborhood.
“When I grew up, that’s what I did all day long,” he said. “There are a lot of places in America where you can’t do that anymore.”
The Future of Mobility
When speaking of the notion of autonomous car-sharing, Lentz said he doesn’t think it will become as prevalent as many anticipate.
“Just because you can share something, doesn’t mean you’re going to,” he said. “I could share my toothbrush because I only use it two percent of the time, but is unlikely that I’m going to do that.”
Moise – a Toyota Supra owner during his high school years – used the occasion to ask about the relaunch of the car, 33 years after its retirement. (Toyota produced the Supra between 1978 and 1986.)
“Toward the end of its life, we couldn’t give those cars away,” Lentz joked. “Until it appeared in the “The Fast and the Furious” (movie). And it just exploded. I mean today, if you want to buy an (original) Supra, it’s $50,000 to $100,000. Now, the good news is, this brand-new car that comes to market in June is only $49,950. And it’s going to be a spectacular car.”
“We, North America, developed a concept car a number of years ago that we call the FT-1,” he said. “It was how we envisioned the next-generation Supra. The concept was originally built on a Tundra (pickup) platform. But it’s going to be an exciting car – turbo-charged, 335-horsepower – built in-conjunction with BMW.”
Incoming Leadership
Also speaking at the meeting was Chris Nielsen, Executive Vice President of Product Support/Chief Quality Officer at Toyota Motor North America. Nielsen is the 2019 Chair of the Dallas Regional Chamber Board of Directors.
“In beginning this new role, I thought, ‘Is there something that can be our defining issue – something we can look back on in 10 or 20 years from now with a great sense of accomplishment?’ I think the defining issue for us is education,” he said.
Also Friday, it was announced that John Olajide, Founder and CEO of Axxess, was named the 2020 Chair-Elect of the DRC Board of Directors.
“Under Dale [Petroskey]’s leadership, the Dallas Regional Chamber has become the best chamber organization in the country, and I gain tremendous value through my engagement with the DRC,” Olajide said. “I am honored and humbled by the Board’s recognition of my contributions, and I look forward to supporting Chris’ leadership this year.”
